Unofficial Python Installers for Windows 7 and Windows Server 2003 R2

Officially, Python 3.9 to 3.11 are not supported on Windows 7 and Windows Server 2003 R2. Here, you can obtain unofficial Windows installers that bring back support for these older Windows versions.

For each Python version, this repository includes the following.

• 64-bit executable installer (e.g. python-3.9.0-amd64-full.exe)
• 32-bit executable installer (e.g. python-3.9.0-full.exe)
• 64-bit embeddable zip file (e.g. python-3.9.0-embed-amd64.zip)
• 32-bit embeddable zip file (e.g. python-3.9.0-embed-win32.zip)
• 64-bit NuGet package (e.g. python.3.9.0.nupkg)
• 32-bit NuGet package (e.g. pythonx86.3.9.0.nupkg)
• Windows help file (e.g. python390.chm) (3.9 and 3.10 only)

For the more technical among you, these installers were built from the source distributions published at https://www.python.org/downloads/source/, with the following modifications.

• Include the file api-ms-win-core-path-l1-1-0.dll in the distribution. This file was obtained from https://github.com/nalexandru/api-ms-win-core-path-HACK and is necessary for Python to run on older Windows versions.
• Create full installers that include debugging symbols and debug binaries without needing to download them.
• Allow the installer to proceed on Windows 7 and Windows Server 2003 R2.
• For Python 3.11, do not build ARM64 binaries, and revert changes to the Python launcher that are no longer compatible with Windows 7.
• Fix a few bugs in the build scripts.

    It might be useful to know that you can turn your script into a geoprocessing service you can call, in which case it is guaranteed to use ArcGIS Server’s license.

    Also, I think with the old arcgisscripting in 9.3, you were just screwed on the license issue, but with ArcPy there are actually two different installs of ArcPy, one for the server and one for the Desktop. You might be able to make it execute from the server one. Here is the information Kevin H. from ESRI gave me:

    1)For scripts being run on a scheduled basis, what determines which is used? Is it just the first one listed in sys.path?
    >> on a default install, Python doesn’t get put into the PATH. What happens is the last Python (32 or 64 bit) that gets installed is the one file associations are set to. So if you double click a script in Explorer, whatever the last Python (Arc* product) installed is what it’ll run under.

    2) Can standalone scripts on the ArcGIS server use the server installation, or do they have to use the Desktop installation?
    >> yes. You can control what Python you execute against. See this blog topic. It’s on 64bit Background, but the same applies for 64bit Server. http://blogs.esri.com/esri/arcgis/20…it-processing/

    3)Do geoprocessing services always use the server installation no matter what? (I assume yes)
    >> yes.

    4)I notice that my 10.1 server by default installed server10.1.pth in the c:python27ArcGISx6410.1Libsite-packages whereas the desktop10.1.pth is in c:python27ArcGIS10.1Libsite-packages. Is this really best practice or should I have both use the 32 bit version?
    >> You need both. You have and need a 32bit and 64bit version of Python. If you modify those files bad things may happen. «Dont cross the bits!»

    1. Install Python

    Go to Python official website http://www.python.org/download/ and download the latest Windows installer (.msi).
    Follow the screen and install it.

    2. Configure IIS Web Service Extensions

    Open Start -> Administrative Tools > Internet Information Services (IIS) Manager.
    Click «Web Service Extensions» and add a new web service ‘C:Python25python.exe -u «%s» «%s»‘.

    3. Configure Website to Enable Python

    Go to website that you want to eanble Phyton. Right click the website and go to Properties > Home Directory > Configurations > Mappings.
    Add a new script mapping «.py» with ‘C:Python25python.exe -u «%s» «%s»‘.

    4. Test Python

    Write a test file test.py and test it out. Everything should work now.

    I’ve written a small python script to perform basic tasks. On my local machine everything work fine. But when i go live on Windows Server 2008 R2 i get this error by executig the entry point run.py
